Rochester N.Y.-Another day of brutally cold temps Western New York .

 WHAM 1180 Met. Marty Snyder says there is a blizzard warning in effect for Genesee and Wyoming Counties today. A wind chill warning in effect for all of the area.

Rochester Mayor Lovely Warren has imposed a Heat Sweep - until further notice - The City's Heat Sweep program, along with the Red Cross will provide temporary emergency shelter at nine City Recreation and Community Centers.

 R-T-S is offering free bus rides to folks to those community centers

A 65-mile stretch of the Thruway from Buffalo to the Pennsylvania border has been closed since Monday night, and travel bans are in effect for much of western New York after Gov. Andrew Cuomo declared a state of emergency for 14 counties.
